The Shift Of Responsibility, Capable Strata Committee’s Beware!
Often we see a strata committee made up of the scheme’s most capable residents. From business owners to “can do” residents, the more capable the committee, the more that the committee can achieve without outside influences. In most circumstances, it is a dream scenario.
During a defect period where a developer is introduced into the mix, it is fair to say that developers take full advantage of this situation, and it is an owner beware environment. Developers remediating their own defects often like to fly under the radar, and the more capable a committee is, the more a developer can achieve it.
A strata committee can’t be expected to know that if they approve a remediation while interacting with a developer, they are taking responsibility for the SOW. They just want their building fixed. Because they are capable, they just approve the works, and suddenly, the responsibility is shifted from a developer onto the approving committee.
We all appreciate a committee that go beyond the call of duty to save money. As is often the case, strata managers are often the last people in the loop and limited interactions between experts and defect facilitators are introduced to save a dollar. This is a developer’s dream committee, capable people that can be duped into making decisions that they are then responsible for.
As a defect facilitator, it is our role to filter all input. Filtering the input so that by the time the information is passed to a capable committee, they are aware of what experts or legal teams advise regarding designs, submissions and superintendency of remediation. This is key to allowing an owner’s corporation to make key decisions without a developer shifting responsibility. This is Grays Rescue’s position, protecting the interests of the client.
